UN Council Approves the US Gaza Strip Proposal

A global body has approved proposals put forward by Donald Trump for securing a durable ceasefire in Gaza, featuring the introduction of an global peacekeeping force and a potential avenue to a Palestinian statehood.

Broad Backing with Key Absent Votes

This measure was adopted by a vote of thirteen supporting, with China and Russia declining to cast votes. America's representative the American delegate informed the international body that it set “a fresh direction in the area for Israelis and Palestinians and all the people of the area alike”.

Compromise Phrasing on Independence

Addition of references to an independent Palestine was the concession the United States agreed to for backing from the Muslim nations, who are anticipated to supply peacekeepers for the international stabilisation force (ISF).

“Interim measures that we start today must be implemented in accordance with legal norms and honoring Palestinian sovereignty,” Britain's representative affirmed.

Israeli Resistance Remains

However, on the eve of the UN vote, PM Benjamin Netanyahu restated his cabinet's strong objection to the creation of a Palestinian state, raising questions on whether Tel Aviv will accept the implementation of the UN-mandated proposals.

Central Components of the Proposal

  • Swift elimination of remaining curbs on humanitarian aid into the strip
  • Creation of an multinational peacekeeping unit
  • Steps toward reconstruction and a possible “route to Palestinian self-determination and nationhood”

Ambiguous Wording and Stipulations

The inclusion to Palestinian statehood was a negotiated inclusion to an first US version which excluded it. But the language is vague and dependent, declaring only that once the Palestinian leadership has implemented reforms and the rebuilding of the territory is progressing, “the circumstances may ultimately be in position for a realistic route to Palestinian self-determination and statehood.”

International Feedback

The wording fell far short of the strong guarantee to the establishment of a sovereign Palestine next to Israel requested by Muslim nations, as well as European delegates, but in addresses to the assembly after the decision, envoys from those nations said they were willing to endorse the compromise in the service of extending the ongoing cessation of hostilities and immediate measures to provide for and safeguard the over two million Palestinian people in the territory.

“Algeria has finally decided to vote in favour of this document, a measure that we support its primary aim, namely the preservation of the ceasefire and the creation of conditions permitting the Palestinians to assert their immeasurable rights to self-determination and nationhood,” Amar Bendjama stated.

Execution Hurdles

The resolution grants comprehensive monitoring control to a “peace board” headed by Donald Trump, but of unspecified participants. This committee has to report to the United Nations but it is not required to follow the wishes of the United Nations or by the Palestinian leadership.

Furthermore, it demands the creation of a specialized Palestinian group that is supposed to run day-to-day governance of the territory and the delivery of services, but it is highly uncertain who would take part.

Security Force Mission

The authority of the ISF authorizes it to disarm and dismantle militant organizations in the strip, but it is quite ambiguous that possible sending countries would be willing to confront such factions. No country has to date agreed to contributing forces.

Moreover the requirements for changes to the PA, the prerequisite towards steps to Palestinian statehood, have been hazy.

European diplomats said they viewed it as pressing that the names of the expert panel to provide utilities was agreed as without delay.
